Freehold areas in Dubai are the zones where the Ruler of Dubai has allowed non-UAE nationals to own property outright. Freehold means you own the property with no time limit. Outside those zones, foreign buyers cannot own property in the same way.
This guide explains who can buy, how the areas are set, how to check a specific property, and the communities Object 1's team knows best.
Freehold is full ownership of a property, with no end date. You can live in it, rent it out or sell it.
Leasehold is different: you hold the property for a fixed term rather than owning it outright. The YouTube channel Saad Gilani Real Estate adds that once the lease expires, ownership goes back to the freeholder unless you have the option to renew. Dubai's Regulation No. 3 of 2006 lists three kinds of rights open to non-UAE nationals: freehold without time restriction, usufruct (the right to use a property you don't own), or leasehold for up to 99 years.
Dubai's Law No. 7 of 2006 says non-UAE nationals may be granted freehold ownership of real property without time restrictions, but only in certain areas determined by the Ruler of Dubai. You can read the rule in Law No. 7 of 2006.
The UAE government portal puts it plainly: in Dubai, foreign ownership is permitted in areas designated as freehold. It adds that foreigners who don't live in the UAE, as well as expatriate residents, may acquire freehold ownership rights over property without restriction.
In both sources the condition is the area: the property has to be in a designated freehold area. That is why the location check below matters more than anything else.
The law leaves the list of areas to a decision by the Ruler, so there is no single fixed list to copy. Published totals differ from page to page, so no total is quoted here. The Dubai Land Department (DLD) is Dubai's property registry.
The date is clearer. Foreign freehold ownership in Dubai rests on Law No. 7 of March 2006 and Regulation No. 3 of June 2006.
The Middle East business magazine MEED reported in July 2006 that the first freehold areas included the areas below. Treat it as history, not as today's full list.
| Area | What it is | Named by MEED in 2006 |
|---|---|---|
| The Palm islands | Man-made islands; Palm Jumeirah has the Trunk, the Fronds and the Crescent | Yes |
| Dubai Marina | Waterfront towers around a canal | Yes |
| Emirates Hills | Villa community | Yes |
| The World | Island development off the coast | Yes |
| Al Barsha | Inland residential district | Plots only |
| Jebel Ali | Large area in southwest Dubai | Plots only |
Check the community and the project, not only the brochure.
The DLD's Dubai Now service is designed to handle buying and selling digitally, 24/7. The purchase amount and service fees go to an escrow account there. An escrow account holds money with a third party until the deal completes.
Pick by lifestyle first: the kind of home, the commute, the feel of the street. Object 1's team names six communities among the areas it knows best. Freehold status is set area by area, so confirm each community's status with the DLD before you commit.
Jumeirah Village Circle (JVC). A suburban, inland community of low-rise buildings and townhouses. It suits buyers who want a residential neighbourhood away from the beach. See apartments in Jumeirah Village Circle.
Jumeirah Village Triangle (JVT). JVC's neighbour in the same part of Dubai, and a residential community rather than a busy central district. It suits people who want a calmer street and a home-first feel, with JVC close by. Explore homes in Jumeirah Village Triangle.
Jebel Ali Village. A residential community in southwest Dubai, near the Jebel Ali area. It sits well away from the central districts, so check the commute to your workplace before you choose it. Explore homes in Jebel Ali Village.
Dubai Land Residence Complex. An inland community in the Dubai Land district. It suits buyers who want a residential address outside the waterfront areas. Explore homes in Dubai Land Residence Complex.
Al Satwa. A central, older neighbourhood close to the coast, with street-level shops and a dense, urban feel.
Al Reem Island. It is in Abu Dhabi, not Dubai. The UAE government portal says Abu Dhabi has nine areas where foreigners are allowed to own real estate. Dubai's rules above don't apply there.
Any area the Ruler of Dubai has not designated for foreign ownership, because the law allows freehold for non-UAE nationals only in the areas the Ruler determines. The YouTube channel EstateVisionUAE says that on its map of Dubai's waterfront areas, most are not open to freehold residential ownership and only the areas shown in green are. Being in a well-known district does not settle it: status is set area by area.
Start by choosing the community and checking that it is freehold. Khaleej Times says the first formal step is signing a sale and purchase contract issued by the DLD. In the DLD's Dubai Now service, the purchase amount and service fees are paid into an escrow account.
In a 2021 statement, the DLD said the buyer submits fees of 4% of the property's value when the developer carries out the registration, so check the current rate before you budget. Service charges for shared buildings are separate, and the DLD's Service Charge Index lists the fees RERA, the real estate regulator, has approved.
In the DLD's Dubai Now process, the purchase amount and service fees are paid into an escrow account, which holds the money with a third party. Object 1's team also lists RERA-supervised escrow accounts among what sets it apart.
Buyers who don't live in the UAE may acquire freehold ownership rights, and the DLD's Dubai Now service is designed to handle buying and selling digitally, 24/7. Object 1's team says it offers power-of-attorney options that avoid travel. Ask about the exact steps for your case.
Yes, as long as the property is in a designated freehold area. The UAE government portal says this covers expatriate residents and foreigners who don't live in the UAE.
